By providing a separation between city staff and the elected officials, this would allow for better working conditions for both city staff and elected officials. This can be accomplished by moving the Finance Department over to the BRIC where other city staff has offices.
This then would allow the Mayor and Board of Supervisors to continue to have their offices inside City Hall, which presently accommodates both the Assessor and Treasurer; both are elected officials as well.
Regarding Empire Ranch Golf Course
My understanding of the effluent service agreement is that: Carson City agrees to supply and User agrees to accept not less than 790 acre-feet of reclaimed waste water per year. At the request of User, Carson City agrees to supply additional reclaimed waste water in an amount up to 1,385 acre-feet per year subject to the availability of such reclaimed waste water and Carson City’s contractual obligations which are of higher priority. There are other related statements within the document, but this one stood out.
Presently, city staff is preparing to meet with homeowners that reside within and around Empire Ranch. I agree that the factual information should be provided regarding this issue, and having just a meeting with the homeowners within Empire Ranch although sounds appealing, is wrong.
The position the City may take on this issue effects the entire community, any and all meetings should be held in a public forum, such as, at the next Board of Supervisors meeting.
If an individual Board member so desires to meet with citizens, they most certainly can, however, when City Staff is involved, I believe ALL Board members should be notified and given the opportunity to attend.
1/8 of a cent Tax Increase
At the February 20th Board meeting I made a motion (which is posted on Carson Now and on JimShirk.blogspot.com) to use existing funds and lodging room taxes for these projects, unfortunately, my motion did not receive a second. Another motion was made in favor of the tax increase, it was seconded. The motion received the needed 4 votes to proceed forward.
I voted against the Tax Increase.
As these new projects move forward I will continue to be involved, and work collectively with the Board.
Introductions with City Departments
I have made an effort to meet with each City Department and their staff, just an informal introduction. Each department has responded very positive and this has proven to be very helpful in my ability to better understand how each city department operates. When driving, if I see city crews working in the community I try to stop and introduce myself, this too has been a great learning experience.
Fair at Fuji Park
Hopefully this will be a successful event, as approximately $150,000.00 (+/-) will be invested into the infrastructure of the park. This event is very critical and it will be used as the guideline for how the City will proceed forward with other such events in the future. If the City could at least recover our investment, and break even on the event, this would be a step in the right direction.
Consultant’s Report
I have asked at Board meetings for individuals, groups and organizations that receive funding from the City should on a quarterly basis make a short presentation to the Board. Examples: NNDA; Brewery Art Center; Mary Walker (lobbyist); even the BRIC should be encouraged. To date we have not received any updates.
Carson City “Dancing with the Stars”
My partner Robin Kato, a fantastic teacher (and person) had the patience to teach me how to dance “Broadway Style” and we won First Place, all three judges gave a score of 9.5 for a total of 28.5 out of a possible 30. It was a great event for a great cause.
